To fully implement the guiding principles of the 20th National Congress of the Communist Party of China and further advance the strategic arrangements for the integration of vocational and general education, industry and education, and science and education, the national-level "Tianjin Economic and Technological Development Zone (TEDA) Biomedical Industry-Education Consortium" held its 2024 Exchange and Promotion Conference on March 6, 2024. As the leading university of the consortium, Tianjin University of Science and Technology (TUST) attended the conference. Bai Haili, Secretary of the Party Committee of TUST, delivered a speech, and representatives from relevant municipal bureaus, committees and the biomedical industry were also present.

Su Dan, Second-level Inspector of Tianjin Municipal Education Commission, and Xu Fei, Deputy Director of TEDA Administrative Committee, respectively summarized and reviewed Tianjin's industry-education integration work from the perspectives of "empowering innovation through policies, providing solid support and guidance, strengthening service guarantees" and "deepening the integration of the four chains (education, talent, industry and innovation)". They emphasized the need to fully understand and proactively act on General Secretary Xi Jinping's important requirement of "striving for success in four key aspects" for Tianjin's development, promote the coordinated progress of scientific and technological innovation and industrial innovation, and serve the high-quality development and modernization drive of the city.
Secretary Bai Haili pointed out that the report of the 20th National Congress of the Communist Party of China clearly emphasizes the need to "advance the integration of vocational and general education, industry and education, and science and education". Deepening the integration of industry and education for collaborative talent cultivation, and realizing the organic connection between the education chain, talent chain, industrial chain and innovation chain, is an essential path to cultivate high-quality applied talents who can meet the needs of industrial transformation and upgrading and high-quality development. As the only university in Binhai New Area with a complete education system covering undergraduate, master's and doctoral programs, and home to a municipal-level Modern Biomedical Industry College, TUST has always been proactively thinking and planning ahead. At the beginning of 2024, the university launched the "Pioneer Plan" - namely the "Opinions of Tianjin University of Science and Technology on Accelerating High-Quality Connotative Development". In this plan, the integration of industry and education, especially the development of the Modern Biomedical Industry College, the support for the Industry-Education Consortium, and the advancement of Tianjin's "1+3+4" modern industrial system, have been listed as key tasks and given top priority. In the future, TUST will continue to implement its work effectively, play a leading role in higher education in the cause of industry-education integration, comprehensively improve the quality of independent talent cultivation, and support the achievement of high-level scientific and technological self-reliance and self-improvement.
The TEDA Biomedical Industry-Education Consortium is among the first batch of 28 national-level industry-education consortia, and the only one in the biomedical field. It integrates functions including talent cultivation, innovation and entrepreneurship, and industrial incubation. As the leading university, TUST has played an active role in the construction of the consortium. During this Exchange and Promotion Conference, two projects led by TUST were signed and launched: the Tianjin Higher Education Undergraduate Teaching Quality and Teaching Reform Research Project titled "Research and Practice on the Construction of a Modern Industry College with Linked Vocational-Undergraduate-Master-Doctoral Education Model Anchored in the Biomedical Industry", and the scientific research cooperation project "Research and Development of Novel Tumor-Targeted Delivery Nanoformulations" jointly carried out by TUST and Tianjin Lainuo Biotechnology Co., Ltd.
